AN ACT

 

amending Title 41, chapter 32, article 1, Arizona Revised Statutes, by adding section 41-3509; relating to information technology.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 41, chapter 32, article 1, Arizona Revised Statutes, is amended by adding section 41-3509, to read:

START_STATUTE41-3509.  Consolidation and shared services; information technology projects

A.  The department shall IDENTIFY OPPORTUNITIES for information technology consolidation and shared services, including consolidating servers and data centers. 

B.  Before a budget unit purchases or contracts for an information technology project that exceeds fifty thousand dollars, the budget unit shall submit the project to the department for evaluation.  The department shall evaluate the project to determine if the project is suitable for consolidation or shared services with another budget unit.  If the department deems the project to be suitable for consolidation or shared services, the department shall make a recommendation to the chief information officers of the three largest budget units.  If at least two of the three chief information officers agree that the project is suitable for consolidation or shared services, the department shall notify the appropriate budget units of the determination.  if it is determined that the project is not suitable for consolidation or shared services, the department shall notify the budget unit that submitted the project of the determination.

C.  If two or more budget units are notified that the information technology project that is submitted for evaluation pursuant to subsection B of this section has been deemed suitable for consolidation or shared services, the budget units shall proceed with a consolidated purchase or contract.
