AN ACT
requiring the department of insurance to adopt conforming long-term care insurance rules.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Long-term care insurance; rulemaking; exemption; delayed repeal
A. The department of insurance shall adopt rules relating to long‑term care insurance that substantially conform to those adopted in model regulations adopted by the national association of insurance commissioners, including the 2014 revisions.
B. For the purposes of implementing this section, the department of insurance is exempt from the rulemaking requirements of title 41, chapter 6, Arizona Revised Statutes, for one year after the effective date of this section, except that the department shall provide public notice and an opportunity for public comment on proposed rules at least sixty days before the rules are amended or adopted.
C. This section is repealed from and after June 30, 2018.
Sec. 2. Emergency
This act is an emergency measure that is necessary to preserve the public peace, health or safety and is operative immediately as provided by law.
