"F. Beginning July 16, 2015, the gross proceeds or gross income from the sales of billboard advertising that is designed, intended or used to advertise or inform and that is visible from any street, road or other highway is subject to taxation under this section."

"Sec. 2. Retroactivity
This act applies retroactively to from and after July 15, 2015."
