Page 1, between lines 15 and 16, insert:
"B. A city or town that contracts with a county to administer that city's or town's elections may decline to PARTICIPATE in a mail ballot election administered by that county. If a city or town DECLINES to participate in a mail ballot election, the county shall administer that city's or town's election as an election using polling places on election day as otherwise provided by law and may only require the city or town to pay the incremental cost of conducting a polling place election for that city or TOWN that would have been charged if the county had conducted a countywide polling place election as otherwise PROVIDED by law."
