A CONCURRENT MEMORIAL

 

urging the United States Bureau of Land Management to collaborate and consult with all affected stakeholders in the development of Travel Management Plans affecting Arizona.

To the Director of the United States Bureau of Land Management:

      Your memorialist respectfully represents:

Whereas, the United States Bureau of Land Management (BLM) manages travel on the lands it administers through the Comprehensive Travel and Transportation Management program; and

      Whereas, a significant part of travel and transportation management planning is the development of a Travel Management Plan (TMP); and

      Whereas, a TMP documents the comprehensive analysis of the transportation infrastructure in a Travel Management Area (TMA), which is used to designate routes within each TMA as open, limited or closed, and considers various aspects of road and trail system management; and

      Whereas, the Arizona Office of the BLM has identified over 45 TMAs in Arizona and a small portion of Southern California, all of which are located within the boundaries of existing BLM-managed land; and

      Whereas, over the course of the next three years, the BLM is planning to complete between 17 and 21 TMPs; and

      Whereas, when travel and transportation management is complete, the BLM will have analyzed approximately nine million acres and 28,000 miles of roads, primitive roads and trails.

Wherefore your memorialist, the Senate of the State of Arizona, the House of Representatives concurring, prays:

      1.  That the United States Bureau of Land Management coordinate and consult with all affected stakeholders, including state and local elected officials as well as property owners, in affected areas in the development of Travel Management Plans affecting Arizona.

      2.  That the Secretary of State of the State of Arizona transmit copies of this Memorial to the President of the United States, the Director of the United States Bureau of Land Management, the State Director of the United States Bureau of Land Management, Arizona State Office, and each Member of Congress from the State of Arizona.
