Strike everything after the enacting clause and insert:

"Section 1.  Pilot program for nationally recognized college‑readiness examinations; report; delayed repeal

A.  The department of education shall establish a one‑year pilot program for nationally recognized college‑readiness examinations for the 2017-2018 school year to allow school districts and charter schools that wish to participate in the pilot program to administer to all pupils in grade eleven a nationally recognized college‑readiness examination that includes tests in English, reading, mathematics and science during the 2017-2018 school year.  School districts and charter schools that participate in the pilot program shall use monies that are otherwise appropriated for the grade eleven state assessments to pay for a nationally recognized college‑readiness examination.  School districts and charter schools that receive designated monies for the 2017-2018 school year to provide nationally recognized college‑readiness examinations are not eligible to participate in the 2017-2018 pilot program.

B.  The department of education shall submit a report on or after November 30, 2018 to the governor, the president of the senate and the speaker of the house of representatives that summarizes the results of the pilot program.  The department shall provide a copy of this report to the secretary of state.

C.  This section is repealed from and after December 31, 2018.

Sec. 2.  Intent

It is the intent of the legislature that for the 2018-2019 school year and ongoing, all schools will be eligible to select and administer a nationally recognized college-readiness examination to satisfy grade eleven statewide assessment requirements, including the science portion of the high school assessment requirements."
