AN ACT

 

Establishing the adverse childhood experiences study committee.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Adverse childhood experiences study committee; duties; report; delayed repeal; definition

A.  The adverse childhood experiences study committee is established consisting of the following members:

1.  Three members of the house of representatives who are appointed by the speaker of the house of representatives, not more than two of whom are members of the same political party. The speaker of the house of representatives shall designate one of these members to serve as cochairperson of the committee.

2.  Three members of the senate who are appointed by the president of the senate, not more than two of whom are members of the same political party. The president of the senate shall designate one of these members to serve as cochairperson of the committee.

3.  One member who represents an Arizona free‑standing children's hospital with more than three hundred licensed beds and who is appointed by the speaker of the house of representatives.

4.  One member who represents an Arizona hospital that serves both adult and pediatric patients and who is appointed by the president of the senate.

5.  One member who represents a regional behavioral health authority and who is appointed by the speaker of the house of representatives.

6.  One mental health expert with experience with pediatric health and adverse childhood experiences who is appointed by the president of the senate.

7.  Two health care professionals, one of whom is appointed by the speaker of the house of representatives and one of whom is appointed by the president of the senate.

8.  Two citizens who reside in this state with personal history of adverse childhood experiences, at least one of whom is a member of an ethnic minority group, one of whom is appointed by the speaker of the house of representatives and one of whom is appointed by the president of the senate.

9.  Two members of a community organization dedicated to researching adverse childhood experiences in this state, one of whom is appointed by the speaker of the house of representatives and one of whom is appointed by the president of the senate.

10.  The director of the department of health services or the director's designee.

11.  The director of the department of child services or the director's designee.

12.  The director of the department of economic security or the director's designee.

B.  Members of the committee are not eligible to receive compensation or reimbursement of expenses.

C.  A majority of the members of the committee constitutes a quorum.

D.  The committee shall conduct a thorough study of all matters relating to adverse childhood experiences, including prevention, treatment, long‑term effects on individuals and effects on the health and well‑being of citizens in this state as a whole, including effects on high school graduation rates, unemployment rates, risky health behaviors and chronic health conditions.

E.  On or before March 1, 2018, the committee shall submit a report of its findings and recommendations to the governor, the president of the senate and the speaker of the house of representatives and shall provide a copy of this report to the secretary of state.

F.  This section is repealed from and after June 30, 2018.

G.  For the purposes of this section, "health care professional" means a person who is licensed pursuant to title 32, chapter 13, 14, 17 or 25, Arizona Revised Statutes, or a nurse practitioner who is licensed pursuant to title 32, chapter 15, Arizona Revised Statutes.
