AN ACT

 

amending Title 15, chapter 2, article 1, Arizona Revised Statutes, by adding section 15-220; relating to the state board of EDUCATION.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 15, chapter 2, article 1, Arizona Revised Statutes, is amended by adding section 15-220, to read:

START_STATUTE15-220.  College readiness assessments; assessment‑based credentials

A.  Beginning with the 2017-2018 school year, the state board of education shall review and approve a college readiness assessment to be administered each year to all public school students who enter grade eleven.  The grade eleven college readiness assessment shall be available to all students in grade eleven, be provided at state cost and meet all of the following requirements:

1.  Be a standardized, curriculum-based achievement college entrance examination.

2.  Assess student readiness for first-year, credit-bearing coursework in postsecondary education.

3.  Include tests in the areas of English, reading, writing, mathematics and science.

4.  Include content area benchmarks for measuring student achievement.

5.  Be an assessment that is administered throughout the United States.

6.  Be used by postsecondary institutions in this state for higher education admissions purposes.

B.  Beginning with the 2017-2018 school year, the state board of education shall review and approve career readiness assessments and assessment-based credentials that measure and document foundational workplace skills.  The assessment-based credentials shall be available to any student in grade twelve who achieves the required level on the required assessments.  The assessments shall be available to any twelfth grade student on a voluntary basis, be administered at state cost and meet all of the following requirements:

1.  Be a standardized, criterion-referenced measure of broadly relevant foundational workplace skills.

2.  Assess and document student readiness for a wide range of jobs.

3.  Measure skills in one or more of the following areas:

(a)  applied mathematics.

(b)  locating information.

(c)  reading for information.

4.  Align with research-based skill requirement profiles for specific industries and occupations.

5.  Be designed to lead to a nationally recognized work readiness certificate for students who meet the minimum proficiency requirements on the component assessments.

6.  Be available for administration to students in both hard copy and computer‑based formats. END_STATUTE
