AN ACT

 

prescribing reductions in district additional assistance for school districts and charter additional assistance for charter schools in fiscal years 2018‑2019 through 2022‑2023; appropriating monies.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  District additional assistance for school districts; reduction for fiscal years 2018-2019 through 2022‑2023

A.  For fiscal year 2018-2019, the department of education shall reduce by $293,702,300 the amount of basic state aid that otherwise would be apportioned to school districts statewide for fiscal year 2018-2019 for district additional assistance prescribed in section 15-961, Arizona Revised Statutes, and shall reduce school district budget limits accordingly.

B.  For fiscal year 2018-2019, the department of education shall reduce district additional assistance for a school district that is not eligible to receive basic state aid funding for fiscal year 2018-2019 by the amount that its district additional assistance would be reduced pursuant to subsection A of this section if the school district were eligible to receive basic state aid funding for fiscal year 2018-2019 and shall reduce the school district's budget limits accordingly.

C.  For fiscal year 2019-2020, the department of education shall reduce by $234,961,800 the amount of basic state aid that otherwise would be apportioned to school districts statewide for fiscal year 2019-2020 for district additional assistance prescribed in section 15-961, Arizona Revised Statutes, and shall reduce school district budget limits accordingly.

D.  For fiscal year 2019-2020, the department of education shall reduce district additional assistance for a school district that is not eligible to receive basic state aid funding for fiscal year 2019-2020 by the amount that its district additional assistance would be reduced pursuant to subsection C of this section if the school district were eligible to receive basic state aid funding for fiscal year 2019-2020 and shall reduce the school district's budget limits accordingly.

E.  For fiscal year 2020-2021, the department of education shall reduce by $176,221,400 the amount of basic state aid that otherwise would be apportioned to school districts statewide for fiscal year 2020-2021 for district additional assistance prescribed in section 15-961, Arizona Revised Statutes, and shall reduce school district budget limits accordingly.

F.  For fiscal year 2020-2021, the department of education shall reduce district additional assistance for a school district that is not eligible to receive basic state aid funding for fiscal year 2020-2021 by the amount that its district additional assistance would be reduced pursuant to subsection E of this section if the school district were eligible to receive basic state aid funding for fiscal year 2020-2021 and shall reduce the school district's budget limits accordingly.

G.  For fiscal year 2021-2022, the department of education shall reduce by $117,480,900 the amount of basic state aid that otherwise would be apportioned to school districts statewide for fiscal year 2021-2022 for district additional assistance prescribed in section 15-961, Arizona Revised Statutes, and shall reduce school district budget limits accordingly.

H.  For fiscal year 2021-2022, the department of education shall reduce district additional assistance for a school district that is not eligible to receive basic state aid funding for fiscal year 2021-2022 by the amount that its district additional assistance would be reduced pursuant to subsection G of this section if the school district were eligible to receive basic state aid funding for fiscal year 2021-2022 and shall reduce the school district's budget limits accordingly.

I.  For fiscal year 2022-2023, the department of education shall reduce by $58,740,500 the amount of basic state aid that otherwise would be apportioned to school districts statewide for fiscal year 2022-2023 for district additional assistance prescribed in section 15-961, Arizona Revised Statutes, and shall reduce school district budget limits accordingly.

J.  For fiscal year 2022-2023, the department of education shall reduce district additional assistance for a school district that is not eligible to receive basic state aid funding for fiscal year 2022-2023 by the amount that its district additional assistance would be reduced pursuant to subsection I of this section if the school district were eligible to receive basic state aid funding for fiscal year 2022-2023 and shall reduce the school district's budget limits accordingly.

K.  For fiscal year 2023-2024, the department of education shall not reduce the amount of basic state aid that would be apportioned to school districts statewide for fiscal year 2023-2024 for district additional assistance prescribed in section 15-961, Arizona Revised Statutes.

Sec. 2.  Charter additional assistance for charter schools; reduction for fiscal years 2018-2019 through 2022‑2023

A.  The department of education shall reduce by $15,546,700 the amount of charter additional assistance that otherwise would be apportioned to charter schools statewide for fiscal year 2018‑2019 pursuant to section 15‑185, subsection B, paragraph 4, Arizona Revised Statutes.  The funding reduction required under this subsection shall be made proportionally based on the charter additional assistance that each charter school in this state would have received for fiscal year 2018‑2019 without the prescribed reduction.

B.  The department of education shall reduce by $12,437,300 the amount of charter additional assistance that otherwise would be apportioned to charter schools statewide for fiscal year 2019‑2020 pursuant to section 15‑185, subsection B, paragraph 4, Arizona Revised Statutes.  The funding reduction required under this subsection shall be made proportionally based on the charter additional assistance that each charter school in this state would have received for fiscal year 2019‑2020 without the prescribed reduction.

C.  The department of education shall reduce by $9,328,000 the amount of charter additional assistance that otherwise would be apportioned to charter schools statewide for fiscal year 2020‑2021 pursuant to section 15‑185, subsection B, paragraph 4, Arizona Revised Statutes.  The funding reduction required under this subsection shall be made proportionally based on the charter additional assistance that each charter school in this state would have received for fiscal year 2020‑2021 without the prescribed reduction.

D.  The department of education shall reduce by $6,218,700 the amount of charter additional assistance that otherwise would be apportioned to charter schools statewide for fiscal year 2021‑2022 pursuant to section 15‑185, subsection B, paragraph 4, Arizona Revised Statutes.  The funding reduction required under this subsection shall be made proportionally based on the charter additional assistance that each charter school in this state would have received for fiscal year 2021‑2022 without the prescribed reduction.

E.  The department of education shall reduce by $3,109,300 the amount of charter additional assistance that otherwise would be apportioned to charter schools statewide for fiscal year 2022‑2023 pursuant to section 15‑185, subsection B, paragraph 4, Arizona Revised Statutes.  The funding reduction required under this subsection shall be made proportionally based on the charter additional assistance that each charter school in this state would have received for fiscal year 2022‑2023 without the prescribed reduction.

F.  For fiscal year 2023‑2024, the department of education shall not reduce the amount that would be apportioned to charter schools statewide for fiscal year 2023‑2024 for charter additional assistance prescribed in section 15‑185, subsection B, paragraph 4, Arizona Revised Statutes.
