Sec. 2.  Applicability; legislative findings

A.  Section 9‑500.41, Arizona Revised Statutes, as added by this act, applies to all municipal service access cards issued, reissued or renewed on or after the effective date of this act.  A municipal service access card that is issued before the effective date of this act is valid for one year after the effective date of this act.

B.  The legislature finds that the reliability and standards for issuance of identification cards issued in this state is a matter of statewide concern.  The reliability of a validly issued identification card is essential to prevent identity theft and promote commerce.
