Page 4, line 21, after the period insert "these monies shall be in addition to funding from any other local, state or federal source and shall supplement and not supplant monies from any other local, state or federal source.  These monies shall not be considered general fund appropriations for the purposes of article xi, section 11, Constitution of Arizona."
