Purpose (For more information see Fact Sheet): An emergency measure to delay the period for the Union Elementary, Saddle Mountain Unified and Peach Spring Unified school districts to repay overexpenditures, for nine years beginning in FY 2008-2009.  Extends permanently, effective on July 1, 2008, the ability for the State Board of Education (SBE) to assign a receiver to a school district and institutes fiscal crisis teams or receivers to oversee and manage school districts that have overexpended their budgets.
