Purpose (For more information see Fact Sheet): Makes various changes to the statutes pertaining to groundwater, water quality and remedial cleanup and mitigation actions as they relate to metal mining operations in the state. Authorizes the Arizona Department of Environmental Quality and the Arizona Department of Water Resources to hire outside consultants and expedite permit applications, if paid by the applicant. Modifies permit requirements related to mitigation and remedial actions for hazardous and nonhazardous substances. Makes changes to the state’s administrative rulemaking procedures and establishes a Mining Advisory Council.

Purpose (For more information see Fact Sheet): Increases, from $500,000 to $1,000,000, the amount of indebtedness that allows a title insurer to issue a release or satisfaction of mortgage or deed of trust, or a payoff deed. Allows a title insurer to issue a release in cases where the lender has agreed in writing to accept less than full satisfaction of the indebtedness for the release of the mortgage or deed of trust.
