link located in the middle of the homepage.

- Committee assignments are list on top right hand side of the screen.
Go to the Member Roster page and look at the middle column. Just add @azleg.gov to their email name to create the full email address.

Bill Questions
Bill Questions
Click the Bill Tracking link (now referred to as Bill Status Inquiry) located under the Bills menu option at the top of the page and create an account. Once you create an account, you will have and option for personal progress where you can build a list of bills to track. Also in personal progress, you will be able to setup Alerts regarding the bills. For more information on this program, see the Bill Status Inquiry manual.
The site is “session” driven. You must change the session to view bills from a previous session.
- Click on the yellow dropdown menu at the top of the screen to select a session.
- There are three ways to locate bills:
- Type the bill number in the Bill Number Search box in the top menu and press enter.
- Click the Bill Info option under the Bills menu option at the top of the page, select a range of bills and click on the bill of interest.
- Click the Full Text Searching link located in the Legislative Information menu on the top of the page, enter a keyword(s) and click Search. Select a bill in the result list.
- Make sure the correct session is selected. If you need to change the session, click the yellow dropdown list at the top of the page and select the session you wish to work with.
- If you know the bill number, type the bill number in the Bill Number Search box (ex: SB1001) and press enter above the menu on the top of the screen.
- Click the Documents tab on the bill overview screen.
- The available versions of the bill are located under the Bill Versions header (i.e. Introduced version, Senate Engrossed version, etc.). Documents can be viewed as Word Documents, PDFs or HTML documents.
- Make sure the correct session is selected
- If you know the bill number, type the bill number in the Bill # Search box (ex: SB1001) and press enter.
- If you do not know the bill number, click the Bills menu option at the top of the page and select Bill Info option and search for the bill.
Click the General Effective Dates link located in the footer of the page.
- Click on Request to Speak from the Legislative Information menu at the top of the page.
- Click on Sign On
- Click on Request to Speak
- Click on New Request
- Find the bill on which you wish to speak
- Click on New Request
Under the direction of the Arizona Senate President and Speaker of the House of Representatives, the summaries are prepared by research staff which includes summaries of all legislation signed into law during the regular legislative session and any special sessions that have occurred since the publication of the previous year’s Legislative Summary.
The Summary is not intended to be an exhaustive analysis of each bill, but rather an overview that will provide the reader with the main purpose of the bill. Additional information and details about the legislation can be obtained from bill summaries (Senate Fact Sheets and House Summaries) prepared by the Senate and House Research Staff.

A "strike everything after the enacting clause" amendment (also referred to as a "strike everything" amendment or simply a "striker") proposes to delete the entire text of the existing bill and substitute new language, essentially making it a completely different bill, possibly on an entirely different subject. These amendments are sometimes used to allow legislators to circumvent the deadlines on introduction of new legislation, deal with an issue that arises after the deadline or revive a bill that has previously been defeated.
Under the Bills menu option at the top of the page, select the Strike Everything.

- Select the option for Bill Info in the drop down list
- Type in a keyword in the Search Phrase box and click Search.

- Select the area you want to search.
- Type a keyword in the Search Phrase box and click Search.

Standing Committee and Interim Committee Questions:

Yes. To view Live Proceeding, click on Live Proceeding menu option under either House or Senate menu options at the top of the page.
- Click the Bill Tracking under the Bills menu option on top of the page
- Select the Search option from the left menu on the left side of the screen
- Select Committee Overview from the mnenu
- Click the committee name under the appropriate body (House or Senate).
- Click the Committee menu option at the top of the page.
- Select Agendas (Standing/Interim) option.
Click the Request To Speak link located under the Legislative Information menu option at the top of the page. For information on how to use this program, refer to the Request To Speak online manual.
The Request To Speak in Committee system replaces sign in slips used by those wishing to testify in committees. Committee chairpersons will have electronic access to listings of everyone signed up to speak and will know in advance who is for or against a particular bill.
To use this application, you must have registered with a user name and password at any one of the kiosks positioned outside the committee rooms on the 1st floor of the Arizona Senate (1700 W. Washington, Phoenix, AZ 85007). After registering here onsite at the capitol, you can request to speak or register your position on a bill from home.
Click the link Bill Tracking (Bill Status Inquiry) and create an account for Bill Status Inquiry. Once you have an account, you can create Personal Progress list. With Personal Progress lists, you will receive alerts in the Bill Status Inquiry program. For more information on this program, see the Bill Status Inquiry Manual.
- Click the Committee menu option at the top of the page.
- Select Agendas (Standing/Interim) option.
Click the Live Proceedings link located under the House and Senate menu option at the top of the page. Select the hearing room you want.
- Click on the Bills on the menu at the top of the page.
- Click on Bill Tracking.
- Click on the Search menu option on the left side of the screen.
- Select Commmittee Minutes
- Select the HTML or PDF version of the minutes for which you are looking.
Interim Committees
- Click on Committees on the menu at the top of the page.
- Click on Interim Committees.
- Click on the committee in which you are interested.
- Make sure the correct session is selected. Click the dropdown list at the top left of the page and select a session.
- Click on Committees on the menu at the top of the page.
- Click on Interim Committees.
- Click on the committee in which you are interested.
- Click on Committees on the menu at the top of the page.

- Scroll down the page past the committee Minutes section to the Description of Interim Committee/Members section.

The general effective date for bills is 91 days after session is over. It is unpredictable in determining the date for session to end. Although the rules allow for a 100-day session, there are provisions for extending it. For information on general effective dates, click the General Effective Dates link located on the navigation to the left of the ALIS Online homepage.
However, if a bill contains an Emergency clause or Requirements For Enactment (RFE or RFEIR) clause, it becomes effective immediately upon signature of the Governor. General Effective Dates and Delayed Effective Dates can also determine a bill’s effective date.
New Bill Status Inquiry (formerly referred to as Alis Tracking) Questions:

- Log in to your Request To Speak account and click the My Requests link.
- Select a bill and choose Delete Request.
The new online Request to Speak application is available for you to sign up to speak without having to be at the capitol. HOWEVER, THE FIRST TIME YOU SIGN UP you must come to the capitol and register. After that you can register from home. Click here for the Request to Speak website.

The Request to Speak application allows you to sign in, register your opinion and leave a comment for the committee members. You do not have to speak to give your opinion to the committee.
Click here or use the link under the [Sign On] button on the Request to Speak web sign on page to change your password.
To register to speak you must come to the capitol THE FIRST TIME TO ACTIVATE YOUR ACCOUNT. After that you will be able to sign in at home.
You can create an account at home, however, you must come to the capitol the first time you want to use the Request To Speak program and log into one of the Kiosks here to activate your account.
