PURPOSE:     To: (1) monitor the progress of the Arizona general [stream] adjudications and the status of their funding; (2) conduct hearings and request information from the Director as deemed necessary to be apprised of adjudications; and (3) make recommendations for legislative action necessary for the efficient, prompt and just conclusion of the adjudications.  The Committee shall meet periodically and shall conduct hearings and request information from the Director as it deems necessary to be apprised of the status of the adjudications.  The Committee shall report to the President of the Senate and the Speaker of the House of Representatives at least annually on its findings, and include in that report any recommendations for legislative action it considers necessary to the efficient, prompt and just conclusions of the adjudications.

PURPOSE:     Within sixty days after the Director of Environmental Quality transmits a proposed state plan to the Committee pursuant to Section 49-459, the Joint Legislative Review Committee on State Plans Relating to Carbon Dioxide Emissions from Existing Power Plants shall review the proposed state plan developed pursuant to Section 49-459 in compliance with rules adopted by the administrator of the Environmental Protection Agency under Section 111 (d) of the Clean Air Act as defined in Section 49-401.01.  The Committee may meet before receiving the proposed state plan for the purpose of obtaining information regarding the development of the state plan and shall meet to develop factors that may be considered by the Committee in reviewing the plan.  On receipt of the proposed state plan, the Committee shall review the plan based on the factors it has developed, take public comment, and consider whether submission of the plan to the Administrator, as defined in Section 49-401.01, is in the public interest.  For the purposes of this subsection, the review shall include adoption of comments by the Committee by a vote of a majority of a quorum of the members.

PURPOSE:     To: (1) determine the original purpose of existing tax credits; (2) establish a standard for evaluating and measuring the success or failure of the tax credits, which may include (a) the history, rationale and estimated revenue impact of the credit, (b) whether the credit has provided a benefit to this State including, for corporate tax credits, measurable economic development, new investments, creation of new jobs or retention of existing jobs in this State, and (c) whether the credit is unnecessarily complex in the application, administration and approval process; (3) review the individual and corporate income tax credits pursuant to the schedule prescribed in A.R.S. 43-222; and (4) after completing the review process, determine whether the credit should be amended,  repealed or retained.  The Committee shall submit a report of its findings and recommendations to the President of the Senate, the Speaker of the House of Representatives, the Governor, and the Director of the Arizona State Library, Archives and Public Records by December 15 of the year that the Committee reviews the credit.

PURPOSE:     To address the depredation of wolves on livestock operations.  The Committee shall: (1) establish and implement procedures to compensate landowners, lessees or livestock operators for wolf depredation on livestock; (2) establish requirements for landowners, lessees and livestock operators to report and demonstrate wolf depredation on livestock; (3) establish eligibility and application requirements to receive compensation for wolf depredation on livestock; (4) determine the compensation rate for each livestock animal depredated by wolves; (5) research and develop measures to prevent wolf depredation on livestock; and (6) establish procedures for landowners, lessees or livestock operators to appeal decisions of the Livestock Loss Board.  The Board shall submit to the Governor, the President of the Senate and the Speaker of the House of Representatives on or before December 31 of each year a report of the number of applications for compensation, the total amount of monies provided to landowners, lessees and livestock operators that year and any recommendations.  The Board shall provide a copy of this report to the Secretary of State.

PURPOSE:     To evaluate the potential impact on the Arizona Health Care Cost Containment System of a decrease in Federal funding and shall research the following impacts of decreased federal Medicaid funding: (1) options for transitioning members to cost-effective private health insurance coverage; (2) the impact on the State General Fund; (3) the impact on health care delivery in this State, including on the following: (a) hospitals; (b) health insurance companies; (c) health care providers.  The Committee shall also evaluate the impact of restoring Medicaid coverage and the hospital assessment on the following:  (1) health outcomes of adults without dependent children; (2) hospital uncompensated care; (3) hospital profitability.  The Committee shall define and identify the appropriate factors to be used in its evaluation of health outcomes of adults without dependent children, hospital uncompensated care, and hospital profitability.  On or before October 1, 2014, the Committee shall submit to the Governor, the President of the Senate and the Speaker of the House of Representatives a report of its findings and recommendations to address each of the impacts of decreased Medicaid federal funding listed above.  On or before January 1, 2016, the Committee shall submit to the Governor, the President of the Senate and the Speaker of the House of Representatives a report of its findings of the impacts of restoring Medicaid coverage, the hospital assessment on health outcomes of adults without dependent children, hospital compensated care and hospital profitability.  The Committee shall provide a copy of these reports to the Secretary of State.

PURPOSE:     To: (1)  identify and evaluate the relevant current legal and regulatory structures at the federal, state and local levels and whether those structures impeded economic growth in the State. The Committee shall utilize academic studies, industry resources and expert testimony during the course of its evaluation; (2) assess the legal and practical feasibility of creating Prosperity Districts in Arizona.  The Committee shall specifically identify any Prosperity Districts (or relevant entities) that have already been created and their domiciles.  The Committee shall also assess the role the Federal government and other states may have in the implementation of Prosperity Districts in Arizona.  The Committee shall examine whether a multi-state Compact is a viable vehicle for creating Prosperity Districts; (3) examine the potential investments and competitive advantage Arizona may garner from the creation of Prosperity Districts, utilizing cutting edge academic research as well as input from industry sources that have "real world" experience with Prosperity Districts.  The Committee shall also weigh all of the potential legal and practical risks with creating Prosperity Districts and measure those risks against any potential advantages.  The Committee shall strive to create measurable attributes of "optimum" Prosperity Districts as a benchmark; and (4) explore the impact Prosperity Districts may have on Arizona residents' and businesses' health and welfare, public safety concerns and the role of local governments and how any negative impacts may be minimized.  The Committee shall submit a report regarding the Committee's activities, findings and recommendations on or before December 31, 2016 to the Governor, the President of the Senate and the Speaker of the House of Representatives.

PURPOSE:     To: (1) recommend approval of a twenty-year comprehensive, performance based, multimodal and coordinated regional transportation plan in the county, including transportation corridors by priority and a schedule indicating the dates that construction will commence for projects contained in the plan; (2) develop the plan in cooperation with the regional public transportation authority in the county and the Department of Transportation and in consultation with the County Board of Supervisors, Indian communities and cities and town in the county; (3) submit the plan for review by the Regional Public Transportation Authority in the county, the State Board of Transportation, the County Board of Supervisors, Indian communities and cities and towns in the county at the alternatives and the final draft stages of the plan.  After reviewing the plan, the Regional Public Transportation Authority in the county, the County Board of Supervisors and the State Board of Transportation, by majority vote of the members of each entity shall submit a written recommendation to the Transportation Policy Committee that the plan be approved, modified or disapproved within thirty days after receiving the plan.  Indian communities and cities and town in the county may submit a written recommendation to the Transportation Policy Committee that the plan be approved, modified or disapproved within thirty days after receiving the plan; (4) consider plan modifications proposed by any of the entities as prescribed above; (5) by majority vote, approve, disapprove or further modify each proposed plan modification; (6) provide a written response to the Regional Public Transportation Authority, the State Board of Transportation, the County Board of Supervisors and the entity that submitted the proposed modification within thirty days after the vote on the proposed modification explaining the affirmation, rejection or further modification of each proposed modification; and (7) recommend the plan to the Regional Planning Agency for approval for an air quality conformity analysis.

PURPOSE:     To: (1) adopt and use the corporate seal; (2) sue and be sued; (3) enter into contracts, including intergovernmental agreements under Title 11, Chapter 7, Article 3, as necessary to carry out the purposes and requirements of this Chapter.  The District may contract with a county sports authority established under Title 11, Chapter 5 to carry out any power of the district; (4)  adopt administrative rules as necessary to administer and operate the district and any property under its jurisdiction; (5)  adopt rules that allow weighted voting by Board members and establish conditions for terminating the District; (6) employ an Executive Director and administrative and clerical employees, or contract for other management personnel, and prescribe the terms and conditions of their employment as necessary to carry out the purposes of the district; (7) acquire by any lawful means and operate, maintain, encumber and dispose of real and personal property and interests in property.  A district established under Section 48-4202, Subsection A, may acquire real property by eminent domain.  A district established under Section 48-4202, Subsection B, shall not acquire real property by eminent domain; (8) administer trusts declared or established for the district, receive and hold in trust or otherwise property located in or out of this State and, if not otherwise provided, dispose of the property for the benefit of the district; and (9) retain legal counsel and other consultants as necessary to carry out the purposes of this District.  The Board of Directors, on behalf of a District established pursuant to Section 48-4202, Subsection B may: (1) use revenues paid to the District pursuant to 42-5031 and other revenues the District may receive from other sources; (2) enter into agreements with developers, contractors, tenants and other users of all or part of the multipurpose facility as determined appropriate; and (3) pledge all or part of the revenues described in Section 42-5031, Subsection B, to secure the district's bonds or other financial obligations issued or incurred under this Chapter for the construction of all or part of a multipurpose facility.  The Board of Directors of a District established pursuant to Section 48-4202, Subsection B, shall provide public outreach and education on the purpose and activities of the district, including: (1) presentations to the governing bodies of the municipalities in the county in which the district is located; (2) presentations to community, civic and business organizations; and (3) printed or electronic materials that support the purposes of this subsection.  The Committee shall report to the legislature by October 1 of each year regarding the activities, operations, revenues and expenditures of the District for the immediately preceding fiscal year.  The Board shall submit the annual report to the President of the Senate and the Speaker of the House of Representatives and provide a copy of the report to the Secretary of State.

PURPOSE:     To:  (1) review the existing, previously prepared reports and analyses regarding transportation needs and revenue sources in this State; (2) recommend specific revenue proposals for dedicated funding sources for principal interstate highways in this State that are sufficient to  meet projected interstate freight capacity needs for twenty years; (3) recommend specific revenue proposals for dedicated incremental funding sources for the Highway User Revenue Fund that are sufficient to meet the statewide needs of the state highway system and associated proportionate funding for local government recipients of highway user revenues based on the highway user revenue distribution requirements prescribed by Title 28, Chapter 18, Arizona Revised Statutes; (4) recommend specific revenue proposals for dedicated funding sources for all of the Department of Public Safety's Highway Patrol costs. The proposals must be conditioned on the Department of Public Safety not receiving any monies from highway user revenue funds for Highway Patrol costs; (5) recommend specific revenue proposals for dedicated funding options for regional state highway system and highway capacity needs for twenty years; (6) recommend specific revenue proposals for dedicated funding options for local city, town and county roads and streets; (7) in consultation and cooperation with the Department of Administration, conduct a statewide study to identify vacant or underused buildings that are owned by this State and that could be sold by this State to provide funding for transportation projects; (8) prioritize the recommendations if the Task Force recommends more than one proposal for any purpose prescribed above in 1, 2, 3, 4, 5, 6 or 7; and (9) engage in any other related duties as determined by the Task Force members.  The Task Force shall issue progress reports every three months to the Governor, the President of the Senate and the Speaker of the House of Representatives and provide a copy of the reports to the Secretary of State.  The Task Force shall submit a final report of its findings and recommendations to the Governor, the President of the Senate and the Speaker of the House of Representatives on or before December 31, 2016 and provide a copy of this report to the Secretary of State.

PURPOSE:     To prepare and provide to the public the following: (1) a detailed plan of organization for the Upper San Pedro Water District; (2) a financial plan by which adequate revenues will be generated to support the district's activities. The Organization Board of the district may recommend a rate of taxation to the elected Board but the Organization Board shall not set the rate of any tax; (3) a comprehensive plan for the conservation, reuse, recharge and augmentation of water in the district designed to achieve the goal of the district.  The plan shall include measurable objectives to be met by the district not later than ten years after the district is established.  The Organization Board shall consult with the Director of Water Resources when developing the plan; (4) an election plan for the district that includes an election for the formation of the district, an election for members of the Board of Directors of the district, if information is approved, and approval of and authority for the district to generate revenue pursuant to Section 48-6406.  The election may be called by the County Board of Supervisors at the next regular general election or on a date prescribed in Section 16-204 before or after the next general election date.  The election plan shall include proposed ballot language that is sufficiently detailed to inform the voters of the powers and duties of the proposed district Board of Directors, including the organization of the district, the water management goal and the revenue generating authority of the proposed district.

PURPOSE:     The Authority, acting through its Commission, shall: (1) administer the Arizona Water Banking Fund; (2) coordinate its staffing needs; (3) coordinate the storage of water and distribution and extinguishment of long-term storage credits; (4) coordinate for the purchase, delivery and storage of Colorado River water delivered through the Central Arizona Project (CAP); (5) coordinate and confer with statutorily specified entities on matters within their jurisdiction; (6) determine on an annual basis the quantity of Colorado River water to be stored and where that storage will occur; (7) account for, hold and distribute or extinguish long-term storage credits; and (8) comply with all aspects of Title 45, Chapter 3.1, Arizona Revised Statutes.  The Authority, acting through its Commission, may: (1) apply for and hold water storage permits; (2) accrue, exchange, assign and lend long-term storage credits; (3) exchange Colorado River water; (4)  make and execute all contracts necessary to (a) obtain for storage Colorado river water delivered through the CAP, (b) affiliate water storage permits held by the Authority with storage facility permits, (c) store Colorado river water at permitted storage facilities, (d) distribute long-term storage credits it has earned to make water available to municipal and industrial users, (e) store Colorado River water in Arizona on behalf of appropriately authorized agencies in California and Nevada, (f) cause a decrease in Arizona diversions from the Colorado River, and (g) distribute long-term storage credits earned by the Authority on behalf of agencies in California and Nevada to Colorado River water users in Arizona to use in place of Colorado River water that would have otherwise been used by those Arizona users.  The Commission shall submit to the Governor, the President of the Senate and the Speaker of the House of Representatives on or before July 1 of each year a report containing a complete account of its transactions and proceedings for the preceding calendar year.

PURPOSE:     To:  (1) determine whether to establish a Memorial dedicated to the members of the Granite Mountain Hotshot crew who lost their lives fighting the Yarnell Hill fire at the location where the crew lost their lives. If the Board determines that the site should be memorialized, the Board shall establish the Memorial and approve its design and construction; (2) determine whether the Arizona State Parks Board or a private party should purchase the land for the Memorial site; (3) work with interested parties to design and construct the Memorial; (4) plan for and secure the necessary permissions for individuals to visit the Memorial; (5) seek to minimize the use of State General Fund monies for the purchase, maintenance and preservation of the Memorial; (6) plan for the maintenance and preservation of the Memorial; (7) solicit private monetary donations or public monies for deposit in the Yarnell Hill Memorial Fund; and (8) submit a report on the progress of the Memorial to the Governor, the President of the Senate and the Speaker of the House of Representatives on or before December 31, 2015 and provide a copy of this report to the Secretary of State.

Notes:  The Yarnell Hill Memorial fund is established consisting of legislative appropriations and donations to the fund.  The Yarnell Hill Site Board shall administer the fund.  On notice from the Yarnell Hill Site Board, the State Treasurer shall invest and divest monies in the fund as provided by Section 35-313, and monies earned from the investment shall be credited to the fund.  The monies in the fund are exempt from Section 35-190 relating to lapsing of appropriations.  The monies in the fund and any additional donations to the fund must be used for the purpose of purchasing land for the Memorial, maintaining and preserving the Yarnell Hill Memorial and access road and reimbursement of the Yarnell Hill Memorial Site Board members' travel expenses.  Beginning January 21, 2017, the Arizona State Parks Board shall administer the fund.
