PRESENTATIONS

Fiscal Year 2009-10 Budget Hearings:

            Judiciary

            Arizona Department of Corrections

            Department of Health Services

 

 

Chairman Pearce called the meeting to order at 3:34 p.m. and attendance was noted.

 

Senator Pearce outlined the plan for the joint budget meeting and remarked on the seriousness of the budget situation.

 

PRESENTATIONS

 

FISCAL YEAR 2009-10 BUDGET HEARINGS

 

Judiciary

 

Jon McAvoy, Joint Legislative Budget Committee (JLBC) Staff, distributed “House and Senate Appropriation Committee Presentations; March 17, 2009” (Attachment A) and “Joint Legislative Budget Committee Staff Memorandum” (Attachment B).  Mr. McAvoy explained the duties, funding history and budget options for the following divisions of the Arizona Office of the Courts (AOC):  Supreme Court, Court of Appeals and Superior Court.  Mr. McAvoy discussed the AOC’s FY 2010 budget proposals.

 

Ruth V. McGregor, Chief Justice, Arizona Supreme Court, explained her PowerPoint presentation (Attachment C) and discussed the funding sources and budget savings options she feels would work best for the State Court System.

 

 Arizona Department of Corrections

 

Martin Lorenzo, JLBC Staff, explained the duties, funding history, budget options and possible legislative changes for the Arizona Department of Corrections (ADC).

 

Charles Ryan, Director, ADC, distributed “Corrections at a Glance” (Attachment D), “Assaults on Staff” (Attachment E) and “Arizona Department of Corrections” (Attachment F). Mr. Ryan answered questions posed by the committee and further explained the status of ADC.

 

Dr. Michael Dolny, Research Manager, ADC, provided more information and answered questions posed by the committee.

 

Department of Health Services

 

Art Smith, JLBC Staff, explained the duties, funding history, budget options, possible legislative changes and the impact of stimulus monies on the Department of Health Services (DHS).

 

Will Humble, Interim Director, Arizona Department of Health Services, distributed “Poison Control Centers Decrease Emergency Healthcare Utilization Costs” (Attachment G) and “Arizona Poison and Drug Information Center (APDIC); 2009 Fact Sheet:  Impact of Potential Closure” (Attachment H).  Mr. Humble explained the current plans for the department, possibilities for the future and answered questions posed by the committee.

 

Representative Sinema distributed “Joint Legislative Budget Committee Staff Memorandum” (Attachment I).

 

Attached is a list noting the individuals who registered their position on the presentations (Attachment J).

 

There being no further business, the meeting was adjourned at 8:07 p.m.
