FLOOR AMENDMENT EXPLANATION
1. Conforms holding, storage and disposal requirements for a landlord who retakes possession of a rental unit for noncompliance with a rental agreement with holding, storage and disposal requirements for a landlord who retakes possession of a rental unit for abandonment.
2. Restores the requirement that a landlord must prepare an inventory of a tenant's personal property and notify the tenant of the location of the property and the cost of storage.
3. Restores the right of the tenant to recover possessions or compensation if a landlord disposes of the tenant's possessions before the end of the holding period.

If the landlord fails to surrender possession of the personal property to the tenant, the tenant may recover the possessions or an amount equal to the damages determined by the court if the landlord has destroyed or disposed of the possessions before the fourteen days specified in this section or after the tenant's offer to pay."
