FLOOR AMENDMENT EXPLANATION
2. Exempts the Department of Agriculture from rulemaking requirements for one year after the effective date.
3. Delays dispensary inspections and collection and testing of medical marijuana samples until June 1, 2019.
4. Requires the Department of Health Services to test for additional contaminants including pathogenic bacteria or other harmful adulterants.
5. Specifies the outlined appropriation in FY 2019 is non-lapsing.

For the purposes of section 3-109.03, Arizona Revised Statutes, as added by this act, and sections 3-145, 3-201, 3-231 and 3-364, Arizona Revised Statutes, as amended by this act, the department of agriculture is exempt from the rulemaking requirements of title 41, chapter 6, Arizona Revised Statutes, for one year after the effective date of this act."
