FLOOR AMENDMENT EXPLANATION
1. Eliminates the following responsibilities of the La Paz County West Basin Water Users Advisory Council and the Mohave County West Basin Water Users Advisory Council:
a) analyze groundwater withdrawal data developed by the Arizona Department of Water Resources (ADWR);
b) recommend programs and policies regarding the specified groundwater basins;
c) submit comments to the ADWR Director on any draft best management practices before the plans are submitted to the Legislature;
d) submit a report of its recommendations to the Governor, Legislature and ADWR Director by December 31, 2022.
2. Eliminates the appropriations ($200,000 in FY 2019 and $300,000 in FY 2020) from the state General Fund to the ADWR.
3. Removes the requirement for ADWR to conduct a study and issue a report on the estimated groundwater withdrawals and associated effects on the aquifers of specified groundwater basins.
4. Removes the authority for ADWR to partner with a state university to conduct the study.
