AN ACT
appropriating monies to the department of health services.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Appropriation; department of health services; naloxone hydrochloride or other opioid antagonist; exemption
A. In addition to any other appropriations made in fiscal year 2018-2019, the sum of $500,000 is appropriated from the state general fund in fiscal year 2018-2019 to the department of health services for the purchase and distribution of kits containing naloxone hydrochloride or any other opioid antagonist that is approved by the United States food and drug administration to each county health department for use by:
1. A person who is at risk of experiencing an opioid-related overdose.
2. A family member of a person who is at risk of experiencing an opioid-related overdose.
3. A community organization that provides services to persons who are at risk of an opioid-related overdose.
4. Any other person who is in a position to assist a person who is at risk of experiencing an opioid‑related overdose.
B. The department of health services shall prioritize the allocation of the kits to the areas of highest need based on the incidences of opioid‑related overdose in each county.
C. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations.
