AN ACT
appropriating monies to the secretary of state.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Appropriation; secretary of state; decennial census; communication and outreach; exemption
A. The sum of $2,000,000 is appropriated from the state general fund in fiscal year 2018-2019 to the secretary of state to conduct a communication and outreach effort before the 2020 United States decennial census for the purpose of increasing the response rate and accuracy of the census in this state.
B. The secretary of state shall distribute $1,000,000 of the amount appropriated in subsection A of this section to each county on a pro rata basis, based on population. The secretary of state shall distribute $1,000,000 of the amount appropriated in subsection A of this section to each city and town on a pro rata basis, based on population.
C. Each county, city and town that receives monies pursuant to this section may use the monies only to conduct a communication and outreach effort to increase the response rate and accuracy of the 2020 United States decennial census in this state. The communication and outreach effort must include a focus on hard‑to‑count populations.
D. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations.
