AN ACT
amending Title 38, chapter 4, article 1, Arizona Revised Statutes, by adding section 38-619; relating to public employee compensation.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 38, chapter 4, article 1, Arizona Revised Statutes, is amended by adding section 38-619, to read:
38-619. Public employees; compensation; cap; definitions
A. Beginning on January 1, 2020, the annual salary, benefits package and other non-salary compensation with a monetary value for each public employee or direct contract labor employee may not exceed the following, whichever is less:
1. Two times the annual salary, benefits package and other non‑salary compensation with a monetary value of the governor.
2. Eight times the average annual salary, benefits package and other non-salary compensation with a monetary value of a member of the legislature.
B. For the purposes of this section:
1. "Benefits package" includes health and accident insurance and retirement benefits.
2. "Public employee" means an employee of this state, a county, a city, a town or any other political subdivision of the state.
