Description

 

This bill would exempt homeless veterans from fees for driver licenses, nonoperating identification licenses and other various associated fees.

 

Estimated Impact

 

The bill is estimated to reduce yearly Highway User Revenue Fund (HURF) revenues by $(2,900).  In addition, we estimate that there would be yearly foregone HURF revenues of $(1,700) from veterans without any type of ADOT ID.

Analysis

 

The Arizona Department of Veterans' Services estimates that there are 970 homeless veterans in the state. 

 

Arizona has a total population of 7,016,260 people, of which 74% have a driver's license, 15% have a nonoperating identification license and 11% are uncredentialled by the state.  Of the driver licensed population, 38% are between 16-39 years old, 9% are between 40-44, 9% are between 45-49 and 44% are 50 or over.   Of the nonoperating identification licensed population, 84% are under 64 years old and 16% are over 64.  These age ranges determine the fee amount for the respective licenses.

 

On a yearly basis for the general population, about 11% of driver's licenses are originally commissioned or renewed and 12% are replaced.  For ID licenses, about 20% are originally commissioned or renewed and 11% are replaced yearly.

 

We lack the data on whether the homeless veterans would have a driver's license, a nonoperating ID license or are uncredentialled.  As a result, we have speculatively assumed that the veterans receive licenses in the same pattern as the general Arizona population.  In that circumstance, 714 veterans would have driver licenses, 145 would have nonoperating ID licenses and 111 would be uncredentialled by the state. 

 

Assuming homeless veterans have the same age distribution and original/renewal/replacement rates as the general Arizona population, exempting those individuals from driver license and nonoperating ID license fees would result in a yearly revenue decrease of about $(2,900).  Table 1 provides detail on original and renewal estimates by age range and license type and Table 2 provides detail of the same type for replacement estimates.

Additionally, providing IDs to the estimated 111 homeless veterans who are currently uncredentialled by the state would result in foregone revenues of $(1,700), assuming an average weighted license cost of $15.

 

Local Government Impact

 

HURF revenues are effectively distributed 42.8% to the State Highway Fund, 30.5% to cities, 19.0% to counties and 7.7% to Maricopa Association of Governments (MAG) and Pima Association of Governments (PAG) for transportation purposes.  The $(2,900) loss to HURF would be borne $(900) by cities, $(500) by counties, and $(200) by MAG/PAG.
