"Sec. 115. Department of child safety; appropriation; fiscal year 2018-2019
In addition to any other appropriations made in fiscal year 2018‑2019, the sum of $5,000,000 is appropriated from the state general fund in fiscal year 2018‑2019 to the department of child safety for family counseling services and drug abuse prevention counseling services."
