Page 2, between lines 4 and 5, insert:
"Sec. 2. Appropriation; Arizona board of regents, tuition waivers;
report; intent
A. The sum of $755,500 is appropriated from the state general fund in fiscal year 2018-2019 to the Arizona board of regents for distribution to the universities under the jurisdiction of the Arizona board of regents to provide funding for the foster care tuition waiver established by this act. The Arizona board of regents shall provide a report on October 1 of each year to the joint legislative budget committee and the governor’s office of strategic planning and budgeting detailing the actual costs of the tuition waiver scholarship. Beginning in fiscal year 2019-2020, and each year thereafter, the legislature shall appropriate an amount equal to the actual cost reported by the Arizona board of regents for the previous fiscal year.
B. If the legislature does not provide funding as provided in subsection A of this section, a tuition waiver scholarship provided by a university under the jurisdiction of the Arizona board of regents may be reduced by the amount of any other federal aid scholarship or public grant and any other public aid received by that person from or through the university at which the person is enrolled, except that a tuition waiver scholarship may not be reduced by the amount of federal grants received by the person from the department of child safety under the Arizona education and training voucher program.
C. It is the intent of the legislature to annually provide appropriations to the universities under the jurisdiction of the Arizona board of regents that cover the full costs of all tuition waiver programs established by the legislature prior to July 1, 2018, and any tuition waiver program established thereafter."
