Page 7, line 26, after "PROFESSIONAL" insert "or OUTDOOR BEHAVIORAL HEALTH THERAPY as defined in 41-608.06"

After line 28, insert:

"Sec. 3.  Title 41, chapter 3, article 7, Arizona Revised Statutes, is amended by adding section 41-608.06, to read:

41-608.06.  Arizona veterans' and public safety employees' outdoor behavioral health grant program; fund; program termination; definition

A.  THE DEPARTMENT SHALL ESTABLISH THE ARIZONA VETERANS' and public safety EMPLOYEES' OUTDOOR BEHAVIORAL HEALTH GRANT PROGRAM FOR ELIGIBLE PARTNERSHIPS TO PROVIDE OUTDOOR BEHAVIORAL HEALTH THERAPY OPPORTUNITIES THROUGH OUTDOOR EDUCATION AND RECREATION FOR participants WHO RESIDE IN THIS STATE AND WHO HAVE BEEN DIAGNOSED WITH POSTTRAUMATIC STRESS DISORDER OR ANOTHER BEHAVIORAL HEALTH ISSUE AS A RESULT OF THE VETERAN'S MILITARY SERVICE, for public safety employees as defined in section 38-672 who receive treatment pursuant to section 38-672 and for firefighters and peace officers who receive treatment pursuant to section 38-673.  THE GRANTS SHALL BE FUNDED WITH MONIES DISTRIBUTED FROM THE ARIZONA VETERANS' and public safety employees' OUTDOOR BEHAVIORAL HEALTH GRANT PROGRAM FUND ESTABLISHED BY THIS SECTION.

B.  THE DEPARTMENT SHALL AWARD GRANT MONIES TO ELIGIBLE PARTNERSHIPS TO PROVIDE OUTDOOR BEHAVIORAL HEALTH THERAPY.

C.  THE ARIZONA VETERANS' and public safety employees' OUTDOOR BEHAVIORAL HEALTH GRANT PROGRAM FUND IS ESTABLISHED CONSISTING OF LEGISLATIVE APPROPRIATIONS AND PRIVATE DONATIONS.  THE DEPARTMENT SHALL ADMINISTER THE FUND.  MONIES IN THE FUND ARE SUBJECT TO LEGISLATIVE APPROPRIATION. 

D.  THE PROGRAM ESTABLISHED BY THIS SECTION ENDS ON JULY 1, 2028 PURSUANT TO SECTION 41-3102.

E.  FOR THE PURPOSES OF THIS SECTION, "ELIGIBLE PARTNERSHIP" INCLUDES A GOVERNMENTAL OR NONPROFIT ENTITY THAT IS EXPERIENCED IN OUTDOOR BEHAVIORAL HEALTH THERAPY OR VETERAN SUPPORT SERVICES, OR BOTH.

Sec. 4.  Intent

The legislature fundamentally understands the benefits of outdoor behavioral health programs to the improvement of the mental and behavioral health of all persons, and it is the intent of the legislature to show Arizona's commitment to our returning veterans and our public safety employees and to increase opportunities for the men and women who served this country to experience the health benefits of outdoor behavioral health programs.

Sec. 5.  Appropriation; Arizona veterans' and public safety employees’ outdoor behavioral health grant program fund

The sum of $25,000 is appropriated from the state general fund in fiscal year 2018-2019 to the Arizona veterans' and public safety employees' outdoor behavioral health grant program fund established by section 41-608.06, Arizona Revised Statutes, as added by this act."
