Relating to railroad crew requirements.
Provisions
1. Requires railroads operating in Arizona maintain a minimum of two operators in the control compartment while the train is in motion and during remote control operations. (Sec. 1)
2. Exempts the following from the two-operator minimum requirement:
a. Passenger, mail or express trains; and
b. Railroads operating during switching operations, while moving cars for inspection or while performing setouts with road service. (Sec. 1)
3. Makes technical changes. (Sec. 1)
Current Law
A passenger, mail or express train with less than six cars operating outside the yard limits are required to have a crew that consists of at least one engineer, one fireman, one conductor and one flagman. If a passenger, mail or express train has six or more cars must also have at least one brakeman (A.R.S. § 40-881). Each railroad company or receiver operating in Arizona without the required crew is subject to a $100 penalty for each offense (A.R.S. § 40-882).
