Provisions

Arizona Department of Economic Security (ADES)

1.       Continues to authorize ADES to reduce maximum income eligibility levels for child care assistance to manage within appropriated and available monies.

a.       ADES is required to notify JLBC within 15 days of implementing the change.  (Sec. 1)

2.       Specifies that ADES may use the amount appropriated to the Special Administration Fund for adult services and domestic violence prevention in FY 2019.  (Sec. 2)

3.       Specifies that ADES may use the amount appropriated to the Spinal and Head Injuries Trust Fund for the Arizona Early Intervention Program in FY 2019.  (Sec. 3)

4.       Continues to require ADES to screen and test each adult recipient of TANF cash benefits who ADES has reasonable cause to believe engages in the illegal use of controlled substances.  (Sec. 4)

5.       Continues to prohibit recipients of TANF cash benefits who test positive for the use of a controlled substance that was not prescribed for the recipient by a licensed health care provider from being eligible to receive benefits for one year. (Sec. 4)

Arizona Department of Child Safety (DCS)

6.       Continues to require DCS and First Things First to jointly report to JLBC on their collaborative efforts to address child welfare issues of common concern.  The report must:

a.       Include information about the level of coordination among DCS, First Things First and community groups to promote the well-being of children and families that are identified in reports of abuse or neglect; and

b.       Be submitted by February 1, 2019.  (Sec. 5)
