Relating to school bus daily route mileage calculations.
Provisions
1. Allows school districts to include any vehicle that meets the definition of a school bus when calculating daily route mileage. (Sec. 1)
2. Prohibits the ADE from denying transportation funding or state aid to school districts that transport students in vehicles that meet the definition of a school bus. (Sec. 1)
3. Makes a technical change. (Sec. 1)
Current Law
School districts receive transportation funding through a formula that is generally calculated by multiplying the number of daily route miles by a dollar amount set in statute. Within 12 days after the first 100 days in session, school districts are required to certify to ADE the daily route mileage in the current year, the route mileage for students with extended school year services and the number of eligible students transported in order to receive state aid (A.R.S. § 15-922).
For the purpose of school finance, a school bus is defined as a motor vehicle that is either:
1. Owned by any public or governmental agency or other institution and operated for the transportation of children to or from home or school on a regularly scheduled basis; or
2. Privately owned and operated for compensation for the transportation of children to or from home or school on a regularly scheduled basis (A.R.S. § 28-101).
