Abstract

Provisions

1.       Modifies the annual achievement profiles to include a dashboard that reflects achievement on the prescribed performance indicators, disaggregated by student subgroup. (Sec. 1)

2.       Expands the prescribed performance indicators to include:

a.       Academic progress on an assessment from the menu of assessments; and

b.       Multiple measures of educational performance or other indicators of school quality. (Sec. 1)

3.       Prohibits performance indicators from being factored into a school or district's letter grade if neither the school nor district meets the minimum student count for the indicator.

a.       States that ADE recommends and SBE approves the minimum student count. (Sec. 1)

4.       Removes the requirement that SBE determine the academic performance measures or other academically relevant indicators. (Sec. 1)

5.       Instructs ADE to determine criteria for each school and LEA classification on each performance indicator and recommend the criteria to SBE for final adoption. (Sec. 1)

6.       Directs ADE to recommend classifications based on A through F letter grades to SBE for final adoption. (Sec. 1)

7.       Stipulates that the annual achievement profile will use classifications rather than be used to determine the school or LEA's classification. (Sec. 1)

8.       Requires the letter-grade system be:

a.       Applied to each performance indicator for the annual achievement profile; and

b.       Assign an overall letter grade for the school or LEA. (Sec. 1)

9.       Permits SBE, at the recommendation of ADE, to assign a letter grade of F on each indicator upon determining a school is among the persistently lowest-achieving schools in the state on a majority of the indicators. (Sec. 1)

10.   Instructs ADE to recommend the use of achievement profiles and exceptions to SBE for final adoption. (Sec. 1)

11.   Directs ADE include a deadline in the existing process for submitting requests to correct student data used for determining an achievement profile. (Sec. 1)

12.   Requires ADE to notify a school or LEA of the student data correction process, when a correction is required, and to process all correction requests before the final adoption of the annual achievement profile by SBE. (Sec. 1)

13.   Transfer the process for a school or LEA to appeal its final letter grade or a letter grade assigned to a performance indicator to ADE, subject to final approval by SBE. (Sec. 1)

14.   Makes technical and conforming changes. (Sec. 1, 2)

Current Law

ADE is required to compile an annual achievement profile for each LEA and public school. LEAs and schools are required to submit data to ADE for the profiles to receive money from the Classroom Site Fund. The profiles are used to determine a standard measurement of acceptable academic progress and classifications based on A through F letter-grade system.

ADE determines the criteria for each LEA and school classification label using research-based methodology. The methodology is developed in collaboration with a coalition of technical and policy stakeholders and is subject to SBE final adoption. Each school's classification, and criteria for the classification, are included on the school report cards.

The profiles are required to include the following academic performance indicators: 1) academic performance measures or other relevant indicators to assess the educational impact of a school during a SY; 2) academic progress on statewide assessments in ELA and math; 3) academic progress on ELL assessments; and 4) progress toward college and career readiness for schools and LEAs that offer instruction in grades 9-12 (A.R.S. § 15-241).
