Abstract

Provisions

Arizona Department of Transportation (ADOT) Interstate 10 Project (Sec. 1)

1.       Modifies the FY 2017 appropriation of $30,000,000 from the GF to ADOT for Interstate 10 widening projects to be appropriated from the following funds:

a.       $17,246,500 from the GF and;

b.       $12,743,500 from the State Highway Fund.

Capital Outlay Appropriations (Sec. 2 and 3)

2.       Repeals the FY 2018 appropriation of $5,700,000 from the GF to the Arizona Department of Administration for building renewal projects.

3.       Appropriates the following amounts in FY 2019 to the following agencies for building maintenance and repair of state buildings:

Arizona Department of Administration (ADOA)

a.       $11,000,000 from the Capital Outlay Stabilization Fund.

i.         Permits up to $275,000 to be used for personal services and employee related expenses for up to 5 FTE positions without JCCR review.

ii.       Specifies that if the Capital Outlay Stabilization Fund is insufficient to fully fund the appropriation, the appropriation is reduced by the difference between the appropriation and the balance of the Capital Outlay Stabilization Fund.

iii.     Permits FY 2019 appropriation to be used for building demolition.

iv.     Requires ADOA to report to JLBC staff on the status of all building renewal projects and expenditures on or before January 31st, 2019 and May 30th, 2019.

v.       Requires ADOA to submit a report for JCCR review containing the following:

·   ADOA's plan for relocating state agencies to the capitol mall and to renovate capitol mall buildings.

·   Agencies selected to move from privately leased space.

·   Plans for the disposition of vacant state buildings.

·   The number of FTEs identified to be relocated to the capitol mall and the square footage needed to do so.

 

 

Arizona Department of Corrections (ADC)

b.       $5,464,300 from the Department of Corrections Building Renewal Fund.

i.         Requires ADC to report to JLBC staff on the status of all building renewal projects and expenditures on or before January 31st, 2019 and July 31st, 2019.

ii.       Stipulates that the appropriation may not be expended on personal services or overhead expenses for managing the funded capital projects.

Arizona Department of Game and Fish (AZGFD)

c.        $981,400 from the Game and Fish Fund.

i.         Requires AZGFD to report to JLBC staff on the status of all building renewal projects and expenditures on or before January 31st, 2019 and July 31st, 2019.

Arizona State Lottery Commission

d.       $126,300 from the State Lottery Fund.

Arizona Department of Transportation (ADOT)

e.       $5,250,000 from the State Highway Fund;

f.         $242,000 from the State Aviation Fund;

g.       Requires ADOT to report to JLBC staff on the status of all building renewal projects and expenditures on or before January 31st, 2019 and July 31st, 2019.

FY 2019 Capital Outlay Projects (Sec. 4-13)

4.       Appropriates the following amounts from the following sources in FY 2019:

a.       Requires all agencies to submit the scope, purpose and estimated cost of the following capital projects for JCCR review prior to expending any monies.

Arizona Department of Public Safety (DPS) Remote Housing Replacement (Sec. 14)

5.       Appropriates the following in FY 2019 for the replacement of DPS remote housing:

a.       $1,200,000 from the GF and;

b.       $800,000 from the State Highway Fund

6.       Requires DPS to submit the following for JCCR review prior to expending the appropriation:

a.       The scope, purpose and estimated cost of the capital improvement and;

b.       A report on DPS's procurement process of new modular units.

ADOT FY 2019 Capital Outlay Projects (Sec. 15-17)

7.       Appropriates the following in FY 2019 to ADOT:

a.       Requires ADOT to submit the scope, purpose and estimated cost of the following capital projects for JCCR review prior to expending any monies.

Department of Veterans' Services (DVS) Veterans' Homes Capital Projects (Sec. 18-20)

8.       Appropriates $4,000,000 in FY 2019 from the State Home for Veterans Trust Fund to DVS for the construction costs of a veterans' home facility in Flagstaff.

a.       Stipulates that the appropriation may only be used for the construction costs of a veterans' home facility in Flagstaff.

b.       Requires DVS to submit the scope, purpose and estimated cost of the following capital improvements for JCCR review prior to expending any of the appropriations.

c.        Exempts the appropriation from lapsing.

9.       Appropriates $4,000,000 in FY 2019 from the State Home for Veterans Trust Fund to DVS for the construction costs of a veterans' home facility in Yuma.

a.       Stipulates that the appropriation may only be used for the construction costs of a veterans' home facility in Yuma.

b.       Requires DVS to submit the scope, purpose and estimated cost of the following capital improvements for JCCR review prior to expending any of the appropriations.

d.       Exempts the appropriation from lapsing.

10.   Permits DVS to use monies appropriated in FY 2019 from the State Home for Veterans Trust Fund to construct veterans' home facilities in Flagstaff and Yuma. projects.

11.   Modifies past session law concerning the required amount of matching federal funds for the construction of veterans' home facilities in Flagstaff and Yuma from 65% of the total construction costs to a portion of the total construction costs.

ADOT Major Capital Projects (Sec. 21)

State Highway Construction

12.   Appropriates $363,017,000 in FY 2019 from the State Highway Fund to ADOT for the planning and construction of state highways.

a.       Specifies that any balances of the State Highway Fund in excess of appropriated amounts is appropriated to ADOT for these purposes.

13.   Requires ADOT to report the following by November 1, 2018:

a.       Actual prior year, current year and upcoming budget year highway construction expenses from all fund sources to the directors of JLBC and OSPB.

b.       Capital Outlay information from FY 2018, 2019 and 2020 to the directors of JLBC and OSPB for the FY 2018 appropriations report.

c.        ADOT's estimated outstanding debt principal balance at the end of FY 2020 and estimated debt service payment from FY 2020 through FY 2023 to the directors of JLBC and OSPB.

 

Airport Planning and Development

14.   Appropriates $18,798,500 in FY 2019 from the State Aviation Fund to ADOT for planning, development, improvements and construction of airports within the state, as determined by the State Transportation Board.

a.       Specifies that any balances of the State Aviation Fund in excess of appropriated amounts is appropriated to ADOT for these purposes.

Miscellaneous

13.   Prohibits the use of appropriated monies for personal services or employee related expenses for state employees, excluding services from the Inmate Construction Program for correctional facilities. (Sec. 23)

14.   Modifies the FY 2016 appropriation of $120,000 to ADOA for repairs to the 1938 Works Progress Administration building on the state fairgrounds to revert to the fund from which they were appropriated on June 30, 2020. (Sec. 23)

15.   Requires all unexpended monies from the FY 2016 appropriation of $3,867,000 to AZGFD for capital improvements to revert to the fund from which they were appropriated on June 30, 2019. (Sec. 23)

16.   Requires FY 2019 capital outlay appropriations, excluding ADOT major capital projects, to revert to the fund from which they were appropriated on June 30, 2019. (Sec. 23)

17.   Exempts FY 2019 appropriations for ADOT major capital projects from lapsing until the purpose for the appropriation has been accomplished or abandoned, or the appropriation stands a full FY without expenditure or an encumbrance. (Sec. 23)

18.   Requires JCCR to review the scope, purpose, and estimated cost of a new capital project that has an estimated cost of more than $250,000. (Sec. 24)
