Relating to SRS reauthorization.
Provisions
1. Urges Congress to reauthorize SRS funding for FY 2019 and FY 2020 and work toward a long-term solution. (Sec. 1)
2. Directs the SOS to transmit copies of the memorial to the President, President of The Senate, Speaker of the House of Representatives and each member of Congress from Arizona. (Sec. 1)
Current Law
The SRS was passed with a purpose statement of stabilizing payments to counties for schools and roads, making additional investments through employment opportunities, maintenance and restoration, and improving cooperative relationships. The SRS expired on September 30, 2015 and has not been reauthorized (PL 110-343). Without reauthorization, payments revert to the 1908 Act which consist of an amount equal to 25% of the average amounts received from the applicable fiscal year and each of the preceding six fiscal years from each national forest to the counties for public schools and roads (16 U.S.C. § 500).
