Relating to the ESA.
Provisions
1. Urges Congress to enact H.R. 2603 to amend the ESA.
2. Directs the SOS to transmit the Memorial as listed.
Current Law
The purpose of the ESA is to protect and recover imperiled species and the ecosystem upon which they depend. The ESA is administered by the USFWS and the NMFS. The USFWS is primarily responsible for terrestrial and freshwater species while the responsibilities of the NMFS are mainly for marine fish and wildlife. Under the ESA, species may be listed as either endangered or threatened. Endangered means a species is in danger of extinction throughout all or a significant portion of its range. Threatened means a species is likely to become endangered within the foreseeable future. All species of plants and animals, except pest insects, are eligible for listing as endangered or threatened. Species includes the subspecies, varieties and, for vertebrates, distinct population segments (USFWS).
The ESA also implements CITES which is an agreement between governments to lessen the threat of survival of endangered wild animals and plants by controlling international trade through licensing.
According to the USFWS, 65 listed species are believed to or known to occur in Arizona, 44 of which are animals and 21 of which are plants.
Additional Information
H.R. 2603, cited as the "Saving America's Vulnerable and Engaged Species Act" or the "SAVES Act" was introduced in the US House of Representatives on May 23, 2017, and amends the ESA to prohibit nonnative species in the US from being treated as endangered or threatened.
