FACT SHEET FOR S.B. 1081

 

appropriation; county sheriff; reentry planning

 

Purpose

 

Appropriates $500,000 annually from the state General Fund (GF) in each of the next three fiscal years to the Yavapai County Sheriff's Office for reentry planning services.

 

Background

 

Appropriations distributed based on county population rely on the last decennial United States Census, except for limited cases (A.R.S. §§ 28-6352 and 42-5003.1). With a recorded population of 211,033 persons in the 2010 census, Yavapai is the only Arizona county within the eligibility range (205,000 to 300,000 persons) prescribed by S.B. 1081.

 

Laws 2017, Chapter 305 appropriates $814,005 from the state GF in FY 2018 to Yavapai County for county essential services.

 

The Arizona Department of Corrections (ADC) receives funding for drug treatment programs, mental health assistance programs, education programs and reentry programs through the ADC revolving fund. (A.R.S. § 42-3106).

 

The bill has a fiscal impact to the state GF of $500,000 in each of FY 2019, FY 2020 and FY 2021.

 

Provisions

 

1.      Appropriates $500,000 annually from the state GF to the Yavapai County Sheriff's Office in FY 2019, FY 2020 and FY 2021 to administer release coordination reentry planning services for persons in custody.

2.      Exempts the appropriation from lapsing.

 

3.      Becomes effective on the general effective date, retroactive to July 1, 2018.
