private land acquisition; committee; continuation

 

Purpose

 

Continues the Study Committee on Private Land Acquisition (Study Committee) until October 1, 2020.

 

 

Background

 

The Study Committee was established in 2015 to review the impact of government acquisition of private land on state and local economies. The seven-member Study Committee submitted a final report to the Governor, President of the Senate and Speaker of the House of Representatives on December 27, 2017, which recommended that the Legislature: 1) continue the Study Committee for two years; and 2) enact legislation to require disclosure of conservation easement information, including the name of the property owner, the name of the easement holder and the value of the property based on an appraisal, prior to acquisition. 

 

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

 

Provisions

 

1.      Continues the Study Committee until October 1, 2020.

 

2.      Requires the Study Committee to submit a report of activities, findings and recommendations to the Governor, President of the Senate, Speaker of the House of Representatives and Secretary of State by December 31, 2019.

 

3.      Becomes effective on the general effective date.
