appropriation; DES; information; referral service

 

Purpose

 

Appropriates $1,500,000 from the state General Fund (GF) in FY 2019, to the Department of Economic Security (DES) for a statewide information and referral services for health care services, community services, human services and governmental services.

 

Background

 

A 2-1-1 telephone number is a special abbreviated, easy to remember three-digit telephone number within the United States that is meant to provide referrals to health, human and other services to individuals who call. It is similar to the emergency number 9-1-1 and is one of the eight N11 codes of the North American Numbering Plan.

 

There is an anticipated fiscal impact of $1,500,000 from the state GF in FY 2019 associated with this legislation.

 

Provisions

 

1.      Appropriates $1,500,000 from the state GF in FY 2019 to DES for a statewide information and referral services for health care services, community services, human services and governmental services.

 

2.      Allows DES to provide the statewide information and referral service directly or may contract with a private entity.

 

3.      Directs the entity providing the statewide information and referral service to employ a 2-1-1 three-digit dialing access and be accredited through a national alliance relating to information and referral systems.

 

4.      Becomes effective on the general effective date.
