dual enrollment; tribal colleges

 

Purpose

 

Allows tribal colleges to offer dual enrollment courses.

 

Background

 

Community colleges may offer college courses that can be counted toward both high school and college graduation requirements at a high school during the school day. Students enrolled for college credit must be high school juniors or seniors and must satisfy prerequisites for the courses they take. Courses must be previously evaluated and approved, be at a higher level than taught by the high school, and must be transferrable to one of the state universities or be applicable to a community college occupational degree or certificate program.

 

The community college governing board and the governing body of the high school must enter into an agreement or contract that clearly specify: 1) financial provisions, including the amount of full-time student equivalent funding received by the community college, the portion of funding distributed to the school district or charter school and any amount subsequently returned to the community college; 2) tuition and financial aid policies; 3) accountability provisions; 4) responsibilities and services required of each party; 5) the type of instruction provided, including course titles to be offered; and 6) the quality of instruction provided (A.R.S. § 15-1821.01).

 

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

 

Provisions

 

1.      Allows tribal colleges to offer college courses that may be counted toward both high school and college graduation requirements at the high school during the school day, in the same manner prescribed in statute for community colleges.

 

2.      Makes technical changes.

 

3.      Becomes effective on the general effective date.
