FACT SHEET FOR S.B. 1238

 

appropriation; Diné college

 

Purpose

 

Appropriates $1,500,000 from the state General Fund (GF) in FY 2019 to the Governor's Office on Tribal Relations (GOTR) for distribution to Diné College for remedial education.

 

Background

 

The GOTR assists state agencies in implementing tribal consultation and outreach activities and may initiate or assist in programs on tribal land, only on the request or with the approval of the tribal nation (A.R.S. § 41-2051).

             

Diné College was established in 1968 as the first tribally-controlled community college in the United States that serves residents of the Navajo Nation and operates under the direction of the eight-member Diné College Board of Regents (DCBOR).

 

S.B. 1238 appropriates $1,500,000 from the state GF in FY 2019 to the GOTR for distribution to the DCBOR for remedial education for Diné College students.

 

Provisions

 

1.      Appropriates $1,500,000 from the state GF in FY 2019 to the GOTR for distribution to the DCBOR for remedial education for Diné College students who:

a)      graduated from an Arizona public high school; and

b)      are enrolled in classes conducted at a Diné College campus in Arizona.

 

2.      Requires the GOTR to enter into an agreement with the DCBOR, before distributing the appropriation, that the DCBOR will submit a report that analyzes the course completion rate for students who received remedial education during the 2018-2019 academic year.

 

3.      Requires the DCBOR to submit the report on or before October 15, 2019, to the:

a)      Governor;

b)      Speaker of the House of Representatives;

c)      President of the Senate; and

d)      Secretary of State.

 

4.      Becomes effective on the general effective date.
