Purpose
Appropriates $2,200,000 from the state General Fund (GF) in FY 2019, to the Arizona Department of Veteran's Services for officers to serve rural tribal nations.
Background
The Arizona Department of Veterans' Services (ADVS) provides direct services to veterans through the administration of 19 veterans benefits offices throughout Arizona. The ADVS supports incapacitated veterans or their spouses, and assists veterans and their families with presenting, providing and establishing claims, privileges, rights and benefits. The ADVS also assists veterans and their families by: 1) providing information regarding benefits; 2) conducting administrative review; 3) collecting information; 4) adopting rules; 5) entering agreements; 6) evaluating and approving educational programs; and 7) establishing application processes for the Arizona military gold star medal (A.R.S. § 41-603).
According to the JLBC Baseline Book estimate, $6,115,800 was appropriated to ADVS from the state GF in FY 2018.
S.B. 1239 appropriates $2,200,000 from the state GF to ADVS in FY 2019.
Provisions
1. Appropriates $2,200,000 and 20 FTE positions from the state GF to ADVS in FY 2019, for officers to service rural tribal nations with communities located 100 miles or further from the nearest United States Department of Veteran Affairs service center.
2. Exempts the appropriation from lapsing.
3. Contains a legislative intent clause.
4. Becomes effective on the general effective date.
