FACT SHEET FOR S.B. 1257

 

state lottery distribution; family homelessness

 

Purpose

 

Appropriates $4,000,000 from the state lottery fund (Fund) to the Department of Economic Security (DES) to be used for services to homeless families and for funding shelter programs for homeless youths and homeless single adults.

 

Background

 

Monies from the Fund have a statutorily established revenue distribution stream. The order of that distribution is as follows:

1.      Any bonds or bond-related obligations payable from the state lottery revenue bond debt service fund;

2.      $10,000,000 to the Arizona Game and Fish Commission Heritage Fund;

3.      $17,000,000 to the following agencies for health-related programs:

a.       $5,000,000 to the Department of Child Safety for the healthy families program;

b.      $4,000,000 to the Arizona Board of Regents for the Arizona area health education system;

c.       $3,000,000 to the Department of Health Services (DHS) to fund teenage pregnancy prevention programs;

d.      $2,000,000 to DHS for the  health start program;

e.       $2,000,000 to the disease control research fund;

f.        $1,000,000 to DHS for the federal women, infants, and children food program;

4.      $1,000,000 to DES for grants to nonprofit organizations, including faith-based organizations, for homeless emergency and transitional shelters and related support services;

5.      After depositing at least $99,640,000 into the state General Fund (GF), $3,500,000 to the Arizona Competes Fund;

6.      The remaining monies in the fund, up to 80% of the total annual payments of lease-to-own and bond agreements made by the Arizona Board of Regents, to the University Capital Improvement and Lease-to-Own Bond Fund;

7.      All remaining monies to the GF.

Except for payments of bonds or bond-related obligations, the appropriations in the Fund stream are subject to legislative appropriation. The Arizona Lottery Commission is required to make these payments on a quarterly basis (A.R.S. §5-572).

 

            Based on the Fund revenue distribution stream, the bill has an annual fiscal impact to the state General Fund of $4,000,000 or however much remains in the Fund, whichever is less.

Provisions

1.      Appropriates $4,000,000 or however much remains in the Fund, whichever is less, from the Fund to DES to be used primarily for services to homeless families and secondarily for funding shelter programs for homeless youths and homeless single adults.

2.      Incorporates the appropriation into the Fund revenue distribution stream concurrent with the existing $1,000,000 DES appropriation for grants for homeless emergency and transitional shelters. 

3.      Makes technical changes.

4.      Becomes effective on the general effective date.
