Purpose
An emergency measure that requires the Arizona Department of Education (ADE) to fulfill a local education agency's (LEA) request for a raw data file of assessment data and allows LEAs to share the assessment data with the LEA's governing body.
Background
The State Board of Education (SBE) is required to administer and implement a statewide test to measure pupil achievement of adopted academic standards in reading, writing and mathematics and is also permitted to adopt assessments in social studies and science (A.R.S § 15‑741). The SBE is required to provide each school district with each pupil's statewide assessment scores and the statewide assessment scores for the school, district, county and state. The school district must provide parents or guardians with a copy of the pupil's scores on the statewide assessment and the associated scores for the school, district, county and state. LEAs must receive test scores and assessment data from the third grade reading portion of the statewide assessment by May 15 each year and all other portions of the statewide assessment by May 25 each year (A.R.S. § 15-743).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires ADE to fulfill an LEA's request for a raw data file of assessment data for pupils tested at the LEA in a format that is usable for assessment diagnostics within 30 days after the request.
2. Requires LEAs to follow all applicable student data privacy laws and prohibits LEAs from publicly disclosing individual student achievement results.
3. Prohibits ADE and the SBE from prohibiting an LEA from sharing statewide assessment data with its governing board or governing body, or otherwise impeding the sharing of statewide assessment data.
4. Requires ADE to issue a request for proposals (RFP) for a statewide assessment in grades three through eight and once in high school by December 31, 2018.
5. Makes technical changes.
6. Becomes effective on signature of the Governor, if the emergency clause is enacted.
