FACT SHEET FOR S.B. 1378

 

schools; bonds; overrides; funding sources.

 

Purpose

 

Requires certain information be provided on the informational report or publicity pamphlet for a school district budget override or bond election.

 

Background

 

The county school superintendent is required to prepare an informational report for a proposed budget override and the school district governing board must mail or distribute the report to voters at least 35 days prior to the override election. The informational report must contain certain information regarding the override, which includes the date of the election and the proposed total increase in the budget (A.R.S. § 15-481).

 

Statute requires school districts to mail a publicity pamphlet, at least 35 days before a class B bond election, to each household that contains a qualified elector in the school district. The pamphlet must include: 1) an executive summary of the school district's most recent capital plan submitted to the School Facilities Board; 2) a complete list of each proposed capital improvement that will be funded with the proceeds of the bonds and a description of the cost of each improvement; and 3) the tax rate associated with each of the proposed capital improvements and the estimated cost of the improvements for the owner of a single-family home valued at $100,000 (A.R.S. § 15-491).

 

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

 

Provisions

 

1.      Requires the informational report or publicity pamphlet for a school district budget override or bond election to include:

a)      a statement of the total amount of revenues the school district received per pupil from federal, state and local funding sources for the fiscal year, as reported in Volume II of the Superintendent of Public Instruction's Annual Report; and

b)      any additional, per pupil revenue or expenditure information the governing board chooses to provide.

 

2.      Becomes effective on the general effective date.
