election precincts; maximum registered voters

 

Purpose

 

Requires a county board of supervisors (BOS) to split or revise the boundaries of an election precinct that contains more than 1,250 registered voters of the same political party or over 2,000 total registered voters.

 

Background

 

Statute requires the BOS of each county to establish a convenient number of election precincts in the county and define the boundaries of the precincts by December 1 of each year preceding the year of a general election (A.R.S. § 16-411).

 

A political organization is entitled to continued representation as a political party on the official ballot for the state, county, city or town officers if such a party has registered electors in the party equal to at least two-thirds of one percent of the total registered electors in the respective jurisdiction by a specified date (A.R.S. § 16-804).

 

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

 

Provisions

 

1.      Prohibits an election precinct from containing more than 1,250 registered voters of any one political party that is entitled to continued ballot representation, or a total of 2,000 registered voters when the precinct boundaries are established.

 

2.      Requires a BOS to split a precinct or otherwise revise its boundaries at the next period for establishing precincts if the precinct exceeds the specified limits.

 

3.      Makes technical corrections.

 

4.      Becomes effective on the general effective date.
