Purpose
Appropriates $500,000 from the state web portal fund in Fiscal Year (FY) 2018-2019 to the Department of Education (ADE) to issue grants, upon recommendation from the American Indian Advisory Council (AIAC), for the code writers initiative pilot program for Native American students in grades 9 through 12.
Background
Laws 2016, Chapter 124 appropriated $500,000 in FY 2016-2017 to initiate the Native American Code Writers Initiative Pilot Program. The program established in 2016 has the same provisions as those proposed in the strike everything amendment to S.B. 1505.
The Office of the Governor was appropriated $200,000 for FY 2018 for a computer science initiative. The initiative shall develop new academic standards for computer science, including coding, and professional development opportunities for all teachers to help incorporate computer science into their teaching and learning strategies (JLBC FY 2018 Appropriations Report). The computer science standards are currently in development.
There is a fiscal impact of $500,000 from the state web portal fund in FY 2019.
Provisions
1. Appropriates $500,000 from the state web portal fund in FY 2018-2019 to ADE to award grants, upon recommendation from AIAC, to schools for participating in the code writers initiative pilot program for Native American students in grades 9 through 12.
2. Requires grant recipients to do the following:
a) Create a computer code writing curriculum for high school students;
b) Deliver technology-focused education to Native American students to prepare them for a global economy;
c) Teach Native American students computer coding and collaborate with industry partners to develop internships and programs for initiative graduates;
d) Instruct teachers and administrators in a technology-focused curriculum;
e) Develop metrics to measure progress and the program's effectiveness;
f) Install audio video distance learning equipment at key delivery points to maximize the number of program participants;
g) Determine the impact of the initiative program on students' standardized test scores and graduation rates;
h) Submit annual reports to AIAC and ADE no later than September 1 of 2019 and 2020, if applicable, detailing information relating the requirements of the initiative for the most recent school year.
3. Requires ADE to summarize the initiative program reports by December 1, 2019 and 2020 and send those summaries to the President of the Senate, the Speaker of the House of Representatives, the Director of the Joint Legislative Budget Committee, and to the Secretary of the Senate.
4. Exempts the appropriation from lapsing.
5. Becomes effective on the general effective date.
6. Ends the initiative on July 1, 2021.
