alternative fuel special plates; veterans
Purpose
Allows the Arizona Department of Transportation (ADOT) to issue an alternative fuel sticker for a veteran special plate for a qualifying vehicle.
Background
The owner of a vehicle powered exclusively by alternative fuel may apply for an alternative fuel special license plate. A vehicle with an alternative fuel special plate or sticker is permitted to park in a carpool only space and drive in the high-occupancy vehicle lane at any time without penalty. ADOT manages the Energy Efficient Plate Program which provides 10,000 applicants with a qualifying alternative fuel vehicle an alternative fuel special license plate (A.R.S. §§ 28‑877 and 28-2416).
ADOT may issue an alternative fuel sticker to affix to certain special plates that allow a person with a qualifying alternative fuel vehicle to obtain both the special plate and privileges granted by alternative fuel special plates (A.R.S. § 28-2416). Included plates are: 1) amateur radio operator special plates; 2) special plates for hearing impaired persons; 3) environmental special plates; and 4) farm vehicle license plates (A.R.S. §§ 28-2407; 28-2408; 28-2413; and 28-2514).
In order to receive a veteran special plate, an applicant must submit proof that the applicant is a veteran or an immediate family member of a veteran. The annual fee for a veteran special plate is $25, of which $8 is an administrative fee and $17 is a donation to the veteran's donation fund (A.R.S. § 28-2414).
There is no anticipated fiscal impact on the state General Fund associated with this legislation.
Provisions
1. Includes a veteran special plate in special plates that qualify for an alternative fuel sticker.
2. Becomes effective on the general effective date.
