FACT SHEET FOR H.B. 2036

 

substitute teachers; experience; certification

 

Purpose

 

Allows substitute teachers to use time spent demonstrating primary teaching responsibility in a classroom toward capstone experience for a standard teaching certificate.

 

Background

 

The State Board of Education (SBE) is responsible for supervising, controlling and prescribing rules for the certification of instructors. The requirements for a standard teaching certificate include: 1) a professional knowledge exam; 2) a subject knowledge exam; 3) a minimum of a bachelor's degree; 4) a fingerprint clearance card; 5) proficiency in the Arizona Constitution and U.S. Constitution; 6) phonics training, for a standard elementary certificate; and 7) completion of either a teacher preparation program or coursework and experience from an accredited institution for an out-of-state certification (A.A.C. R7-2-609 and R7-2-610).

 

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

 

Provisions

 

1.      Requires the SBE to allow substitute teachers who demonstrate primary teaching responsibility in a classroom to use time spent in that classroom toward capstone experience for standard teaching certification.

 

2.      Specifies that requirements for renewing active and expired certificates apply to standard teaching certificates.

 

3.      Makes technical changes.

 

4.      Becomes effective on the general effective date.
