Purpose

 

Removes the graduate intern designation from the Arizona State Board of Pharmacy (Board) and outlines various permit and license requirements.

 

Background

 

The Board regulates the practice of pharmacy and the distribution, sale and storage of prescription medications, prescriptive devices and nonprescription medications (A.R.S. § 32-1902). The Board is charged with licensing pharmacists, pharmacy interns, graduate interns, pharmacy technicians and pharmacy technician trainees. The Board issues permits to pharmacies, drug manufacturers, wholesalers, distributors and suppliers in Arizona (A.R.S. § 32-1904).

 

A pharmacy intern is a person who meets various qualifications and experience requirements determined by the Board. A graduate intern is a person who has graduated from a Board-approved college, school or program of pharmacy and meets the same prescribed requirements as a pharmacy intern (A.R.S. § 32-1901).

 

Statute requires the Board to assign all licenses and permits to one of two categories for renewal purposes. Currently, the groups are determined based on whether the license or permit ends in an odd or even number (A.R.S. §§ 32-1925 and 32-1931).

 

            There is no anticipated fiscal impact to the state General Fund associated with this legislation.

 

Provisions

 

1.      Removes the graduate intern designation from the Board.

 

2.      Invalidates a permit if the business is not operational within nine months after the permit is granted.

 

3.      Allows the Board to grant a one-time extension for a business to become operational.

 

4.      Requires licenses and permits to be designated as odd or even in the licensing database for renewal purposes, rather than the designation being determined by the license or permit number.

 

5.      Makes technical and conforming changes.

 

6.      Becomes effective on the general effective date.
