FACT SHEET FOR H.B. 2086

 

schools; diabetes management policies; pharmacists

 

Purpose

 

Allows licensed, practicing pharmacists to authorize diabetes management for pupils at school and school-sponsored activities.

 

Background

 

School district governing boards and charter school governing bodies may adopt policies and procedures for pupils diagnosed with diabetes to manage their diabetes at school or school‑sponsored activities as authorized by a licensed health professional as outlined or a nurse practitioner. Parents must annually submit a diabetes medical management plan to the school that authorizes the pupil to carry appropriate medications and monitoring equipment and acknowledges the pupil is capable of self-monitoring blood glucose and self-administering the medications and equipment. The diabetes medical management plan must be signed by a licensed health professional as outlined or nurse practitioner. Statute also establishes procedures to allow a voluntary diabetes care assistant to administer insulin or glucagon to a pupil in an emergency situation under specified conditions (A.R.S  § 15-344).

 

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

 

Provisions

 

1.      Adds licensed, practicing pharmacists to the list of health professionals who are authorized to:

a)      authorize and sign a pupil's diabetes medical management plan;

b)      attend to a pupil before a volunteer diabetes care assistant;

c)      prescribe a glucagon kit; and

d)      provide training to volunteer diabetes care assistants.

 

2.      Includes licensed pharmacists in the list of persons immune from civil liability for the consequences of the good faith implementation of diabetes management policies and procedures.

 

3.      Makes technical changes.

 

4.      Becomes effective on the general effective date.
