ASDB; teacher salaries; personnel fingerprinting
Purpose
Specifies that Arizona State Schools for the Deaf and the Blind (ASDB) teachers are eligible for salary increases in the same manner as any other public schoolteacher in fiscal years that monies are appropriated for that purpose.
Background
The Arizona Department of Education (ADE) received a $34 million appropriation for a 1.06 percent teacher salary increase in FY 2018 for teachers who taught in an Arizona school district or charter school during the 2017 school year and who continue to teach at the school district or charter school during the 2017-2018 school year (Laws 2017, Chapter 305).
Certificated personnel employed by ASDB must have a valid fingerprint clearance card or apply for one within 7 working days after employment. Noncertificated and nonpaid personnel working in schools must submit fingerprints on the prescribed form within 20 days of employment for the purpose of criminal background checks (A.R.S. § 15-1330).
There may be a fiscal impact to the state General Fund due to ASDB teachers being eligible for salary increases in years in which monies are appropriated for that purpose.
Provisions
ASDB Teacher Salary Increase (Retroactive to July 1, 2017)
1. Establishes that teachers employed by ASDB are eligible for the same salary increase as any other public schoolteacher in fiscal years in which monies are appropriated for that purpose.
2. Defines teacher who is employed by ASDB.
Fingerprinting
3. Specifies the requirement to submit fingerprints is for noncertificated employees and nonpaid personnel who do not have a valid fingerprint clearance card.
4. Removes the requirement that ASDB employees notarize the criminal history form.
Miscellaneous
5. Makes a technical change.
6. Becomes effective on the general effective date, with retroactive provisions as noted.
