FACT SHEET FOR H.B. 2205

 

JTED governing boards; membership; prohibition

 

Purpose

 

Prohibits an educator who teaches or administers a career and technical education (CTE) program or course at a satellite campus from being a member on the governing board of the joint technical education district (JTED).

 

Background

 

The management and control of the joint district are vested in the JTED governing board, including the content and quality of the courses offered by the district, the quality of teachers who provide instruction on behalf of the district, the salaries of teachers who provide instruction on behalf of the district and the reimbursement of other entities for the facilities used by the district (A.R.S. § 15-393).

 

A registered voter who is a resident of a single member district is eligible for election to a JTED governing board. JTED employees and their spouses are prohibited from serving on the governing board of the same JTED. In addition, members of a member district governing board are prohibited from simultaneously serving on the JTED governing board (A.R.S. § 15-393).    

 

There is no anticipated fiscal impact to the state General Fund associated with this legislation.

 

Provisions

 

1.      Prohibits an educator who teaches or administers a CTE program or course at a satellite campus from being a member of the JTED's governing board.

 

2.      Allows current JTED governing board members to continue to serve until the expiration of their normal terms.

 

3.      Makes technical changes.

 

4.      Becomes effective on the general effective date.
